Power has limited resources / energy to oppress the masses so, as Sun Tzu put, deception is the name of their main game.

They control the money and more of it to people who will fulfill their tyrannical agenda.

They know people don't want to be enslaved, so they use sophistry to fool the ignorati.

It really isn't complicated.

The power doesn't corrupt, it only attract already corrupted people, Power only bust their corruption.

We Americans may find that our demands that will may make on our government may be made illegal. Protests have become dangerous and like Occupy Wall Street made illegal. the Corporations and the miliatry industrial complex have coopted our government with the aid of the Supreme Court--who knows what they have in store for those who will protest.

The son of a black slave speaks from the 19th century, still current, to a larger audience affected by inequity.

Just so that "demand" is understood in the sense it was used by the author--not the biblical Ask, Seek, or Knock-- here is the context of the quotation,
very much applicable to more than emancipation of slaves and the color of their skin:

""If there is no struggle there is no progress. Those who profess to favor freedom and yet depreciate agitation…want crops without plowing up the ground, they want rain without thunder and lightening. Thanks, Verbatim for explaining the context. What are you saying would be a synonym here in the archaic sense? Power acknowledges nothing without -

I think the gist of what he is saying is that there is no free lunch? But my brain needs sleep right now.

Mankind really does want everything without having to pay, whether it be dollars or in the 'currencies' mentioned in the quote.

"Inquiry", "question", are both listed for the archaic sense by TFD actually. Interesting how it softens the urgency of "demand".

Mind you, I agree that mankind usually looks for the easy way out of any impasse when in fact solutions to it have the customary side effects: the hard part.
