There I was, sitting on the beach, watching the sun rise when a great ruck of turtles came racing over the dune.

So that must be where the saying "What's all the ruckus?" comes from...

Racing rucks of turtles have always been an issue, especially on sunrise beaches. I hate it! It's just plain dangerous.

Realizing his power over the ruck, the pompous poobah would, in a pet, withdraw to his hexangular hut, to conjure their plans for the pernicious plot. Upon witnessing one of the peasant’s staunch belief in the concept of inalienable rights, the recruitment of ‘outsiders’ were brought in to the court, to assist the pusillanimous-turned poobah, and his cohorts, in advancing their conspiracy.

Ahhhh, so a rucksack must be a sack meant to contain "a crowd especially of ordinary or undistinguished...things," or, as I like to think of it, a bag to hold all my cr*p.
