Policy Change in Russia Needed to Curb HIV Spread

According to experts, HIV cases in Russia have doubled over the past eight years, a trend driven largely by heroin use. They warn that the epidemic will rapidly spread beyond drug users to the general population through sexual activity unless new HIV prevention strategies are adopted. Needle exchange programs, legalization of methadone to treat opiate addiction, and a shift from the country’s abstinence-based strategy for HIV prevention could all help curb the spread of the deadly virus. I just cannot get behind an abstinence-only strategy in terms of preventing the spread of STDs or teen pregnancy. People are going to have sex whether you want them to or not, and shielding them from the knowledge that would help them protect themselves when they do engage in sexual activity is as bad as infecting them yourself.

How about the heroin use?

"Supposin' I was to go to work and learn how to... to read writin'. Well, how'd I know that the feller that... that wrote the writin' was a writin' the writin' right? See it could be that he wrote the writin' all wrong. Here I'd be just a readin' wrong writin', don't ya see? You probably been doin' it your whole life, just a readin' wrong writin' and not even knowin‘ it." Festus

Abstinence is best policy when it comes to heroin, but if you must...be sure to wear a condom.
