Oh, how it is a right statement. It's like in a joke about one religious Jewish: one day he asks God: I'm very religious person, I pray 3 times a day, why don't You help me to win the lottery? And God replies him: "I would like to help you, my son, however I can't because you have never been filling a form.

The Chinese have an idiom, "To Stand by a Tree Stump Waiting for a Hare" which means essentially the same thing as today's quotation.
