Yes, I believe so.

I think Shelly is saying that the "monster" should not think like a "monster," but rather, like a "human being." However, the "monsters" of this world are often the "human being." And those who are of a "moral mind" are often those who are "simple minded" in their thinking, and thus innocent and harmless, incapable of the complex intricacies of the "monstrosities of thinking" the the more "developed mind" is capable of.
