The backup serves as a safety net in the case that the cleaning action makes a mistake. Double-clicking on the file launches the program to restore the registry to the state it was before it was cleaned.
You might be able to inspect the backup with a text editor, but this will not tell you much without being able to compare the state of the registry as it is with the state represented in the backup file.
Windows itself can also archive registry hives, and these can be compared using regedit.exe. I'm not sure that the CCleaner backup file format is identical to the Microsoft hive format such that they can be directly compared.
