Hi I want change the language of windows which I downloaded from the internet This is the screenshot of control panel: I don't know which language it is.   Language learning is like falling in love* English learning should be both fun and successful!

Are you serious or just trying to play the fool with us? You downloaded Windows from internet and now want us to help how to change it to some other language? Why not try to download a more suitable language version from the same place you downloaded this Afrikaans version?

don't know most of the words but there are definitely a bunch that seem to be dutch.

Whether it is Dutch, Flemish, or Afrikaans, does not make any difference. If it is downloaded legally (from a Microsoft Windows site), there ought to be guidance in the same site how to download the appropriate language installation package, if not, it's illegal, and inappropriate to ask for help in here.

Thank you,I have another computer whose orginal windows is Home Premium SP1(6.1), But unfortunately it is Arabic, how can I change it to English. On top of that, that Windows came with my Laptop when I purchased, howver, the retailer didn't give me any CD of the Window. When I install that windows I choose Arabic during the settings steps. However, now I want to change it to English.  Language learning is like falling in love* English learning should be both fun and successful!

Microsoft offers language packs that can be added on after installation, but the first admin account cannot be changed. You would need to set up a new user account or re-install Windows 7. Mixing languages is tricky enough since the keyboard layouts are different for each language and it requires an extra layer of text encoding and decoding to link the displayed names to the commands they represent. It is further complicated if one wishes to mix completely different scripts and or entry methods. In my opinion it is better to have separate applications set up for each of the languages. For example, you might consider using Microsoft Word for Arabic, and LibreOffice for English. If your computer is fast enough, you might also consider running Linux as a virtual machine. Oracle still hosts the VirtualBox project. Any of these solutions will require a significant amount of time and effort to learn and apply.

For some time now many computer manufacturers have made the system CD optional and instead have the installers in a hidden partition on the hard drive. (If memory serves, IBM was the first to do that with the ThinkPad.) Check the manual to your computer for something like "recovery mode". This should give the the instructions for re-installing Windows 7. You can also try creating an emergency boot volume with a thumb drive which would give you access to the hidden partition. In my opinion you are creating extra work for yourself. The separate applications approach is far easier to run and maintain without causing more problems than it solves.
