Depends on which stage of youth one means. Not the years during which one is neither child nor adult, I presume.

I think he is referring to the energy of the youth.

I agree with Christine, I think this quote is a bit tongue in cheek. I think he's saying the health and energy and vigor of youth is wasted on the young because they have not yet learned to appreciate it. And he's right. I think you never do appreciate it until you start losing it.

I think the thing about youth is the word "can't". Until a child learns the meaning and application of this word, animals can talk, cows can jump over the moon, and Santa really comes down the chimney every year.

What a crime to waste the youth. Not only with children like a young mother devotes: the young mother spends productive time with children. What a crime to waste the youth in activites with critic consecuences for every young person and society.

witchcraft's post gave me an interesting new perspective on this quote. Maybe he's saying to young adults—Youth is such a wonderful thing. What a crime to waste it raising children. I think that's an interesting take on his use of the word "on." It's less likely that this was his intention, but I do find some truth in this interpretation as well.
