Submitted papers should follow the IEEE format and may be up to 6 pages in length.
Accepted papers presented by the author at the conference will be included in the
TPEC 2019 proceedings submitted to the IEEEXplore® digital library.
* An accepted paper must be presented by the author at the conference to be submitted with the proceedings.

What does "proceedings" mean in the above?

What does "proceedings" mean in the above?


When referring to a conference, symposium, etc., "proceedings" means the activities of the event as they occur, in contrast with the planned schedule of presentations and agenda of topics to be discussed. It's just a fancy way to say "this is what they did".
