Which one is correct? My dictionary says "quality" is both countable and uncountable.

In your sentence, I infer that the meaning of "of high quality" is "of high standard". The noun "quality" can be used either as a countable noun or uncountable noun. Your sentence seems to be closer to the second meaning mentioned in the dictionary. So, I would prefer the second sentence i.e. without the article "a".
