Head-to-Head does not mean tete-a-tete, intimate or private.
In normal parlance it means confrontation, as in: football teams, two people (divorce !), a national boundary dispute (Iran v's Iraq in 1990), Russia vs USA, China vs USA... as in: they were going at it head-to-head...
However, if you were to say: "they were sat in the corner Head-to-Head, in discussion..." that would be different and not so confrontational, more collegial in fact.
