2. It's time we go home.

Is the first sentence British English, and the second American. English?

The first sentence is correct in BrE; the second is not.

I don't know about AmE.

In AE, the following are all common and interchangeable in most cases:

It's time we went home.
It's time we go home.
It's time that we go home.
It's time for us to go home.
It's time to go home.
Time to go home!
