(adjective) Said or done without having been planned or written in advance.

Synonyms: spontaneous, unwritten

Usage: The bride's father made a few ad-lib remarks at the rehearsal dinner, and they turned out to be the most memorable and meaningful words of the night.

Can we say ad-lib is synonymous with 'impromptu' and 'off the cuff'?
In that sense I would say: "He delivered an ad-lib speech'

The two world leaders , who just arrived at their
podiums in the famous Daffodil & Water Garden ,
extended their greetings ; then the guest leader
did an ad-lib appreciation for the extraordinary
hospitality that the host leader had been providing all week.
