https://www.sps.nhs.uk/articles/what-are-the-legal-requirements-for-labelling-a-prescription-only-medicine-pom-issued-via-a-pgd-before-supply-to-the-patient/
"What are the legal requirements for a labelling a Prescription Only Medicine(POM) before supplying to the patient?"
Please explain the use of "for" in "for labelling..." and why the preposition "of" doesn't make sense?
Why can't we use "a" before "to patient"?
Supplying to the patient : specific patient
vs
supplying to a patient : any patient
I know the basic rules but find it hard to apply in my own writing.

I can only say that 'for' is the preposition you use.

The labelling does not possess a legal requirement. It is not a legal requirement of the labelling.
The law makes legal requirements for something to be done.

You could say 'a patient' they have preferred to say 'the patient' because that feels more precise. You are specifying which patient - the patient you are giving the medicine to!

When you prepare the medicine, and label it, you don't just give it out to anyone - you give it to the patient it is made for, the one whose name is on the prescription.

In many cases, you have a choice when to use 'a' or 'the' and it is difficult to see how the rules apply. The definite article is used when the action is related to a specific person, even if you don't know any more about who they are.

I hope 'a labelling' was your typo, because that is wrong.
There are legal requirements for labelling a POM.

There are legal requirements for piloting a plane.
