Are dogs "that" or "who?" Options

"Two dogs who were missing for 10 days in the chaos of volcano evacuations in Hawaii were pulled to safety on Sunday morning."

You will see both - in the same way that sometimes you will see "it" for a cat or dog or horse, and sometimes "he/she".

Different people have different ideas of how much of a 'person' they are.

I'm more of a "who" person than an "it" person, I think.
