Was being wasted collecting Options

Leeds Teaching Hospitals NHS Trust (LTHT) knew that a lot of doctors’ time was being wasted locating patients around the Trust

Why have they used past progressive passive "was being wasted"?

Is "locating patients..." a participial phrase explaining "was being wasted"?

Because it is in the past. They knew (in the past, or at that time in the past) that time was being wasted.

Is "locating patients..." a participial phrase explaining "was being wasted"?
It appear to be so, because it clarifies "how" time was being wasted.
