He drew with maker pen.
He drew it hard by poking the pen to the paper to make dots.
"Don't poke." I told him.

What is this action called?

Yep - as Palapaguy says, that is the perfect word.

But there are lots of things, and lots of ways we can poke - so some of us might say "Don't poke the paper like that." "Don't poke holes in the paper." Don't use the pen to poke the paper."
