predict one's act in a negative manner Options

Is there a word for predicting one's act/situation in a negative manner or having unreasonable suspicion towards someone? Like out of jealousy or prejudice.
"I bet she must be <some negative thing>" or
"He must think that <some negative thing>" or
"If that happened he would <some negative thing> for sure." or
"As things stand now, he's gonna <some negative thing>. There's no way he won't"

Is there a verb for that?
And is there a word for someone who always do that? Judgmental? Or simply jealous?

I can't really think of a verb for that. It's not really 'criticise' as that applies to negative statements about past actions more than prediction.

However, as an adjective, you could say that someone is negative or (as JJ says) pessimistic, if their attitude is general (not just aimed at one person).
You can say they have a dim view of you (if it is only your actions, not general).

Even Shakespeare mentioned the idea of complaining to 'smokescreen' one's own wrongdoings, but didn't have a single-word noun or verb.

The lady doth protest too much, methinks.
