The "three stars" refer to the emblem worn by the defunct Communist Party of Malaya.

Historically, minority participation in the fight for independence against the British and the Japanese is well-documented, while Chinese police personnel had also been active participants in anti-communist action.

Is "refer" correct or should it be "refers"?

It should be "refers" because the emblem is singular. The confusion lies in the plural form of "stars" which lead one to want to say the plural form of "refer". The best way to see that is to replace the "three stars" with the word "emblem". The "emblem" refers to the patch worn by the defunct Communist Party of Malaya.
