A Ministry of Education teacher, Eugene Ng Ming Teck, is one among several others online who has expressed support for Workers’ Party (WP) member Leon Perera’s suggestion that cutting class sizes can benefit students.

Would it be better if the part in bold be rephrased as follows?

Eugene Ng Ming Teck, a Ministry of Education teacher,...

Thanks.

Yes, it would be better. The comma pair functions much like parentheses; the sentence should still make sense without the phrase enclosed by commas (or parens). Here it would make sense, but you'd be missing the crucial information (his name).

Rrose - I admire your ability to be succinct and clear with your comments.

(Bashfully casting eyes down and kicking a pebble...) Just saying.
