Jane is usually quite shy but she is a good laugh.

Can you please tell me what 'she is a good laugh' means?

It is describing her as a fun person, with a sense of humour. You laugh a lot when you are with her.
Here, since it has already said she is shy, it does not suggest she is a public joker and loudly funny - it suggests that once you get to know her, you come to realise she is funny and fun to be with, maybe more so among people she knows.
