Is "Authorised" redundant? Options

Where I live, the following sign is displayed on the door of an office:

No entry. Authorised personnel only.

I wonder if the word "Authorised" is required. To me, it's redundant.

Am I correct?

No, because there could be personnel who are not authorised to enter!

It's required if personnel must be authorized to enter; in other words, if just being one of the "personnel" is not sufficient.

In other words, no personnel may enter unless they have been specifically authorized to enter.

Some personnel may be authorized to enter, while other personnel are not authorized to do so.
