Mona: Why don't more members post comments? The number of posters is relatively quite low.

Raul: Well, one reason is that many members realize that no matter what they write, they will upset someone.

Mona: Oh, is that why they keep mum and never post their opinions?

Raul: Well, that's one reason.

Mona: Maybe I (had) better keep mum during discussions in my university class when the professor and the other students discuss politics.

Raul: That would be a VERY wise decision, I think.

This is the verbal, (or not) of with the lips, of to viz.videlicet " "namely", "that is to say" " as in PART of like what public officials are supposed to do of "to make AND subscribe" their oaths of office of to make a noise by SAYing it with their mouth AND with ink in pen to paper of to write it too to be complete.
