Just imagine I dressed up all in blue like blue shirt, blue pants, blue shoes
and then my friend says what is all this blue about can I say "I feel blue
today" ? can I use this sentence without any change regardless of its
metaphorical meaning? If I can't what about the other colors like " I feel
white today"?

Grammatically, the sentence "I feel blue today" is correct. Here, "feel" is a linking verb and "blue" is an adjective. It would be easy to interpret the sense of "blue" after seeing you. If this isn't the case, the sense might not be clear.

"Feeling blue" is a verb phrase. In an informal context it means "to feel slightly sad or unhappy, because something bad has happened to you or sometimes for no particular reason" (= depressed). To make the sense clear, I would probably say:

- I've been feeling kind of blue today.

Here is another sentence that uses "feeling blue"

- Feeling blue? Don't know who/whom to talk to? Phone Depression Quickline, 24 hours a day.

All colours do not have such uses as verb phrases.
