The passage describes about the appearance of karmic relation and cause and effect through forms such as the six paths and the four forms of birth.

Should it be describes instead?

Yes. The word "about" is not necessary and should not be there.

The sentence could also be worded better. Example: "The passage describes the cause and effect of karmic relationships through forms such as the six paths and the four forms of birth.
