Can someone please help me figure out what this symbol on this bill means? and what is it originated from? the small blue symbol?

It's Chinese.

Its definitions:
1. to settle
2. well
3. to stay
4. without fail,absolutely, surely
5. to put something right, to correct
6. to prepare
7. to comfort or to be comfortable
8. to decide or to be decided
9. unchangeable,
10. set,decided,

Its pronunciation:
Its pronunciation is spelt "ding" in my paper dictionary but I played its pronunciation guide on the online diction and it didn't sound quite like that.
