What does the phrase 'by the world forgotten' mean?
Does 'by' mean 'near'?

This is poetic word order.
Change the word order around to conversational standard and it will make sense.
'By' indicates the agent doing the forgetting, not a preposition of place.

Do you mean
by (=the agent doing the forgetting) the forgotten world?
But I still can't understand 'by (=the agent doing the forgetting)'.
Does 'by' refer to 'he'?
