infintive vs Ing #2 Options

Hello respected teachers,

What's the difference between the following sentences?

1) International cooperation is indispensable to resolving the problem of the drug trade.
2) International cooperation is indispensable to resolve the problem of the drug trade.

I found the first one in Macmillan Dictionary.

There's no real difference of meaning between the two sentences as such.

On the other hand, reversing the sequence of clauses (without changing the meaning) shows an interesting difference.

1) "For the purpose of resolving the problem of the drug trade, international cooperation is indispensable."

2) "To resolve the problem of the drug trade, international cooperation is indispensable."

It is interesting - before I read NKM's explanation I thought "The word 'to' in those sentences is different."

In the first sentence, "International cooperation is indispensable to resolving the problem of the drug trade", the 'top' is a preposition before the noun (gerund) phrase 'resolving the problem of the drug trade'.

In the second one, "International cooperation is indispensable to resolve the problem of the drug trade", the 'to' is just part of the infinitive.

The sentences mean exactly the same, but the grammar "form of sentence" is rather different.
