In the news: 'Trump cornered himself on North Korea'

Does it mean he got himself into a position without an exit?
or
He got himself in trouble on North Korea?

Thanks

Yes, exactly.

Normally someone else corners you - in politics, puts you it a position you can't talk your way put of, or explain away.

OK, normally the one doing the cornering is more threatening than this. But how to resist that image! Whistle

What they are emphasising here is that not only is he in an unwinnable position - but that he did this to himself by his own actions.

When you do it to yourself, it's often referred to as "painting yourself into a corner".
