big chief and white chief in chief Seattle's speech Options

Kindly tell me who has been referred to as 'white chief' and 'Big chief' in Chief Seattle's speech 1854.

"The white chief says that Big Chief at Washington sends us greetings of friendship and goodwill. This is kind of him for we know he has little need of our friendship in return."

No one knows what Chief Seattle actually said in his speech, but if this were true, I would guess he meant the Governor as "white chief" and the President as the Big Chief".
