So this guy ordered the carpenter to build him a cabin on the boat. But in the middle of the description, all of a sudden he said home some rope for the sail? And right after that, the next part resume describing how he want the ship remodeled. Why is the part about the mainsheet there?

It is all part of the description of the cabin:

A cabin in the middle of the boat. (A barge has a similar cabin in the middle.)
A cabin with a place behind it, from which someone could steer. This person could also haul in the main sheet from that space.
In front of the cabin there would be space for a man or two to work the other sails.

I think it would have been clearer without the comma: "… with a place to steer and [to] haul home the main sheet."
