Is it correct not to end each items 3 and 5 with a period? Options

Let me focus on the following five items:
1. The importance of creating a better world based on the teaching of the three existences of life.
2. This life as a human being is very precious.
3. Reincarnation
4. The wonderful benefits in the future lifetime of a person who believes in the Lotus Sutra.
5. The karmic bond of family members

All the above items end in a full stop except 3 and 5. Is it correct not to end each item with a period since the two items are not complete sentences?

Can't say but someone will sort this out for you.
I would contribute, however, that it is proper to use "parallel form" when making lists. In other words, all the items in the list are supposed to be of the same type of structure. Each should be a complete sentence, or each should be a short phrase... This is what is contributing to the problem with this list.

Yes, the punctuation is wrong, and so is the structure as Wilmar says.
This is the same error as in the list of 'types of birth' - some of the items in that were types of being and other items were actions. It doesn't work.

Four of these items are noun-phrases (quite long phrases, in a couple of cases, but noun phrases).
The second one, however, is a sentence.
Only a sentence ends with a full-stop.
Items in a list are normally separated by commas - or, if the items contain many words and sub-phrases, by semi-colons.
Some of these are quite long, so I'd use semi-colons.

Changing #2 into a noun-phrase, we get:
Let me focus on the following five items:
1. the importance of creating a better world based on the teaching of the three existences of life;
2. the precious nature of this life as a human being;
3. reincarnation;
4. the wonderful benefits in the future lifetime of a person who believes in the Lotus Sutra;
5. the karmic bond of family members.

(Note, the last item ends the sentence, so has a full-stop.)
