What does " limited set specifications " mean? Options

It is about racing cars in the following context:

Car Aerodynamics are one of the top performance advantages any racecar can have over its competitors, especially in racing series like F1 or Indy Car and other open wheel race series- with limited set specifications.

Does it refer to F1 Regulations regarding engine power limitations?

No, I don't think so, because it is regarding aerodynamics - shape, drag, air resistance - not power.

I want to know the meaning of the phrase itself.

Limited set specifications.

I think it means a set of specifications (or technical features) that is limited.

Am I right?

Oh, OK, I get you. The difference in power is limited so the opportunity for advantage is in the difference is shape.

Yes, there are specifications on the limit of your car setup in terms of rpm, injection, engine set-up.

It doesn't make sense as an English phrase though, unless they are using 'set specifications' as a compound noun.

But it is redundant. Specifications, by their nature, include a limit. There are specifications. There are limits to your engine set-up.
Think Maybe it is just their jargon.

Perhaps it would help to move the phrase to another place in the sentence:

Car Aerodynamics are one of the top performance advantages any racecar with limited set specifications can have over its competitors, especially in racing series like F1 or Indy Car and other open wheel race series.
