What does " glancing blow " means? Options

Does it mean a blow at an angle which is less than vertical?

Or simply a non-vertical blow?

A glancing blow is one that hits something/someone at an angle rather than directly from the front. The full impact/force of the hit/blow is not received by the receiver as the hit partly misses the target.

A "glancing" blow (as opposed to a "solid" one) is one which strikes at a shallow angle, so that its impact is relatively limited.

Think of "skipping" a stone across the surface of a pond.
