I doubt it has anything to do with the crop mermaids
and mermen use on seahorses. I imagine the formation
developed as a result of said merpersons assembling
in a circle and waiving their tailparts with the
greatest of skill - and I would not dismiss this idea -
when hearing sea chanties above the water level.

Ashwin: thanks for posting. It seemed like a made up story about a photo but when I researched it, found it was a true phenomenon. Male puffer fish makes these "circles" in a mating ritual. Awesome.

Actually, I've seen this myself: it's the bottom of the fishpond at Ryoanji Monastery in Kyoto. The monks get fed up with combing the sand into shape in the rock garden for all the tourists, but when they get some time off work they go and meditate with the fish. (I'm exaggerating a bit here: I don't know for sure that the fish actually meditate.) Some of the monks are so zoned in on pushing the sand and rocks around above ground, they just can't stop themselves when they are seized with the vision of all that sand in the bottom of the fish pond, and Bob's yer uncle, there's the result above.
