I would say "They are competing in a tug-of-war."

Maybe "They are in a tug-of-war."

Rolling it over in my mind, I think I would also say "They're having a tug'o'war."

They are playing 'tug-of-war'. (As an ex-coach of the Dundalk College Team that won the All Ireland College Championships I feel I might have this one right). Whistle
