This story is usually attributed to a wise man in China:

A farmer's only horse ran away. His neighbors said, "Bad luck! The farmer replied, "Bad luck? Good luck? Who knows?"

A week later, the horse returned with a herd of wild horses. His neighbors said, "Good luck!" The farmer replied, "Good luck? Bad luck? Who knows?"

When the farmer's son was trying to tame one of the new horses, he fell off and broke his leg. The neighbors said, "Bad luck!" The farmer said, "Bad luck? Good luck? Who knows?"

Some weeks later, the army marched into town and conscripted every able-bodied youth. When they saw the disabled farmer's son, they excused him.

Was that good luck or bad luck?

Who knows?

"Who knows?"
The people who claim that, "everything happens for a reason."
Although I think that is more a claim that something knows which it is, rather than an assertion of it being personally knowable.
Which I suppose leaves us with the interrogative's allusion, being practically correct without being absolutely so.

Question authority. How do you know, that you know, what you know?

It's just luck in the end. That's all life is.
