Interesting, Roger. Thanks. I like the idea of the gardens being organic and hope the fish farming would be too. I will not buy farmed fish the way they do it now.

They would have to think through all the parameters as some cons are mentioned in the Comments, but problems can be surmounted. Also, I would hope they would not interfere with the wild fish population.

Some peoples have done this type of thing but this would be on a large scale.

Why not floating cities on the oceans? In case of storm these cities submerge like submarines.
Of course, this must not lead to pollution of the water or the air.
