That is an excellent hint.

The MMC was developed for Win NT and first available (for those who knew where to look on the TechNet site) in Win 98 SE. The big news is how many of these tools which were once only available for enterprise editions have now been made standard in consumer versions of Windows 7 with reasonable default configurations.
