what does it mean? does it mean that its easy to say things but not to actually do them?

It means it is easier to talk about your principles, quarrel and pick up fights to defend those than to practise them in your life. One example: a person beats up another person for molesting a girl(violation of women's rights) and then goes back home and rapes his wife.
