The first one uses the wrong form of "consider".

The second one is the best, and is often said.

The third one would might be said, but the word 'as' should be omitted. It isn't necessary.

But what's the difference in meaning between the following two?

It was considered a dangerous situation.

It was considered to be a dangerous situation.
