Is this a good or bad wish?

Well, it would be very mean to say that in a bad way.

It depends on the nature of their trip. If they are setting off on a round-the-world adventure, they want an eventful trip, with lots of excitement and surprises.
Wishing them an uneventful trip would be very odd.

But if they are going on a business trip, or travelling somewhere where the destination is important, not the journey, you can wish them an uneventful trip. That means no unexpected events, just a calm journey where everything goes to plan: no surprises like airport delays, gales at sea, lost luggage, diversions due to bad weather, getting robbed, or other annoyances!
