How to say about a horse with a small height: "short" or "low"?

And "a tall horse" or "a high horse (but it is unlikely)"?

How does one describe a horse of short height?

I think "small" would be most common.

And "a tall horse" or "a high horse (but it is unlikely)"?

No, it's likely that a person referred to in that way would be offended.
