A Pain Management Programme (PMP) is a psychologically-based rehabilitative treatment for people with chronic pain which remains unresolved by other treatments currently available .

please explain the grammatical form and function of "psychologically-based"?
is it a compound adjective made up of adverb plus participle?
Does it modify "rehabilitative" or treatment?
Why can't we say "psychology-based" rehabilitative treatment here?

Does it modify "rehabilitative" or treatment? "Treatment". As a compound adjective (see above), it must modify a noun.

Why can't we say "psychology-based" rehabilitative treatment here? We can, but it sounds more abstract, as if we are talking about psychology in general, rather than a psychological effect on a particular patient.
