Linda Seah Lei Sie was convicted of five assault charges and one count of causing the maid to drink tainted water, while Seah's husband Lim Toon Leng was found guilty of one count of assault. The couple carried out the offences at their Punggol flat between August and October 2016.

Should "in" be used instead?

No, "at" would normally be used. "In" would only be used if it were important to specify that they carried out the offences indoors.

The main difference between "in" and "at" in everyday speech and locating people or things geographically is this: ... The preposition at is used to describe the fact of a person or thing being at a geographical location but does not describe the person or thing actually being inside of the structure or place.
