Hi,
"Perhaps a guarantor that is involved in the project, who is willing to put their house on the line over the project, eg recycling."
In this sentence; what is the meaning of "line over" and "recycling"

"Line over" does not go together they are seperate from each other, " on the line " is a phrase that means to put something at risk.

The next part is "over the project", the person is willing to risk their house because of their faith in the project.

"Recycling" is the act of using or reprocessing waste and rubbish as useful material such as melting old glass bottles into new glass.

I lack the imagination for a witty signature.

I agree.
- This is not a sentence, it is a very long noun-phrase (which includes a clause which modifies a shorter noun phrase - and this shorter phrase includes a clause).

The main phrase is "a guarantor"
This is modified by the relative clause "that is involved in the project".

This whole noun-phrase is modified by the clause "who is willing to put their house on the line over the project".
An example of a project is given - "recycling".

The clause "who is willing to put their house on the line over the project" can be re-written as this:
"who is willing to risk their house for the project".
