Hello,
What does "otherwise" mean here?
It is a highly politicized environment. If it would not be a highly politicized environment, then it would be a challenging environment. Is that correct?

Otherwise means 'in other ways'

so
in highly politicized or otherwise challenging environments

means
in environments that are
highly politicised
or
challenging in other ways (not by being highly politicised)

So an environment may be challenging in many ways.
They give their main example:
It may be challenging if it is highly politicised
but they also want to include any other ways that can happen.
