Crime without punishment.

Can we say the above is antithetical in any way?

No, I don't think so. Because 'antithesis' is opposite. 'Against idea'.

So crime without punishment just seems unfair, but these are not two conflicting ideas, when you view them separately.

Reward and punishment are antithetical.

Crime without punishment is antithetical to fairness and justice.
