Best developed vs. best-developed Options

Could you please write and tell me which is better:

best developed area OR best-developed area

Goodle search gives thousands of hits for both.

That is because they mean different things.

This is the best-developed idea I have heard today.
This is the least-developed idea.

The compound adjective is hyphenated.

This idea would be best developed by a new team.
It would be best if this idea were developed by a new team.
This pie tastes better eaten cold.
This pie tastes better if you eat it cold.

Here the two words are not compounded into a single adjective, so they are not linked.

So it depends on what you want to say. Most likely it is version one, the compound adjective?
