The given sentence can be understood as meaning the place of refuge is in a new land.
Now I changed the sentence as follows.


Quote:
B. The refugees sought asylum in the Republic of ABC from religious persecution in the Republic of XYZ.

Does the sentence mean the place of refuge is in the Republic of ABC and the religious persecution took place in the Republic of XYZ?

You might like to modify the sentence and say:

Faced with religious persecution in the Republic of XYZ, the refugees sought asylum in the Republic of ABC.
